It would kill CA Ag. If the trend does take off, shortly you will see legislation to expand legal worker visas, so American business can be globally competitive, and all the workers will be back, with legal visas this time.

Looks like at least one bill will be introduced, but not until the lege is back in session next January (the governor could call a special session at any time but he's too busy shooting coyotes and trying to get re-elected). Given that it's Berman, it should be quite a bill. But you're right -- it's highly unlikely that construction and restaurant workers will be getting a living wage and unions anytime soon in Texas.
