<<< MONTPELIER, Vt. (AP) -- A Vermont highway dispatcher says a storm that dumped up to 2 feet of snow definitely caught people off guard.

Greg Fox says some people had already taken the snow tires off their vehicles.

The storm hammered northern New York, Vermont and New Hampshire, knocking out power to about 30,000 customers. Utility officials say power might not be fully restored until tomorrow.

One officials say trees that have begun to bud are more susceptible to breaking under the weight of the snow because the leaves give the snow more area to hang on.

Meteorologist Mark Breen says spring storms like this are rare. He says there was a 22-incher in New York state in 1993 and 24 inches of snow was reported in Vermont in 1874. >>>
