During a roust of some street dealers in east LA, "Pacman" (Penn)arrests one guy for no good reason. While being shoved in the cruiser, the suspect pleads ..."hold it! You ain't got nuthin on me"

Penn replies calmly...."I got handcuffs on you."

I got the impression that it was a dig at black-on-black racism, which I see every day here. The Creole blacks are tough on their darker skinned kin. The Judge was clearly Creole, Khandi is clearly not.
