Globally there is enough ground water, but it is not distributed evenly over the globe. Some regions suffer from water-scarcity. That is, they don't have enough water to produce enough food to sustain themselves locally. Water falls to the Earth intermittently, bringing floods at times and droughts at other times, more commonly to some regions than others.

Food is produced in water rich countries, and imported to water poor nations but we've never managed to eliminate human corruption and political wars in the distribution process. This is the biggest barrier to making the global water resource work for everyone. Water has been and continues to be used as a weapon and as an oppressive tool to victimize groups of people.

In addition it is estimated that as much as 4,000,000 people die each year from poor quality of water that effects hygiene, sanitation, and human health according to Organisation for Economic Co-Operation and Development (OECD).
