Included in that bill is the requirement that the teachers of
english be capable of speaking without a heavy accent. Those that cannot can take training in english speaking or teach other subject matter.

Great! I would love to see this adopted nation wide. IMO ethnic studies is akin to basket weaving 101 as far as being worth anything. (actually, the basket weaving course would be preferable since you could make a product after you're done)

You can tell the quality of schools just by seeing how many courses they offer with the words ethnic, transsexual or feminine in the title..... Just think what it would do to the cost of education if they removed all the departments that taught these crap courses.
