Mike: Yes you can set up an account in the U.S. (of course no RRSP's) As far as order execution goes, you can get as little as 4 second execution and confirmation of trades. Probably you trades are much much slower than that.

If you do $10,000 trades you can pay alot less than 250 per trade if you are an active trader. Probably $50 - $80 for full service and $30 with A.B. Watley's service.
