Yep. Right now we outshine the Sun in radio frequencies. In another hundred years, probably not.

That is true. And, even if we share modes of communication, it doesn't mean we can necessarily understand what they are saying. Now, there are reasons to suspect that we would have some common ground, you probably can't develop a technological civilization without at least some common ground, but that isn't a given.

There's also the assumption they'd be expecting communication within the electromagnetic frequencies we use.
