I had a dell running XP pro that after a couple years started to take forever to do anything. It turned out that it was "thrashing".

It would start thrashing when the symantec antivirus program tried to update and scan while I was doing everything else.

You might temporarily stop (while offline) your antivirus program and see if it runs better.

If it is thrashing, more RAM might help.
