If the hard drive passes the diag and the PC's still slow I'd remove Norton to see if it's the culprit. If Norton isn't the problem yeah, a clean install's the way to go.

Bad sectors can be a symptom of a dying hard drive, they can be repaired and the drive can still be used, but my experience has been when I see bad sectors, repair them, then more bad sectors, the drive usually dies. That has happened to me before.
