Sure they do!

But, as a rule, the wealthy derive a greater portion of their income from investment earnings (cap. gains taxed at a preferential rate compared to their income tax bracket), and the wealthy generally SAVE a higher portion of their incomes then the poor do (thus: a lower portion of said income goes into CONSUMPTION... which is what consumption taxes like the VAT are levied on.
