CA does pay a lot more in federal taxes than it gets federal spending ..... the decline in defense spending, high incomes and thus high income taxes, and demographics (fewer old SS recipients per capita) drive that.

I suspect this is more a function of general price levels in these area than any other thing.

If a person makes $70K in CA for the same job he would make $40K in Arkansas for, he's gonna pay more federal income taxes. Same in NYC. Or Chicago. Or practically any other of these liberal states that have high wages and high costs of living.

Median income in AR is 47K versus 67K for CA. Cost of living is higher in CA. Cost of federal income taxes is, too. No surprise here.

They might want to think about why the cost of living is so insane in these areas. The fact that CA had every gas station owner replace the nozzles on all his gas pumps last year at a cost of $11,000/each might have something to do with it. I would also point out that CA benefited disproportionately from the Prius Credit because most Arkansans have no need for such vehicles ;)
