Thanks. A government that wastes no time to take action is actually a good thing. "They would do anything to help best manage the system and take care of themselves." In that respect they are not different than any other government. We here in the west have bough the idea that our governments are different than the likes of China and Russia. 1) China remote controls their economy. 2) They are a dirigiste country. 3) Directed from the top to down. Perhaps 1, 2 and 3 were necessary owing to the particularity of China: Population too big. They always had higher population than the Europeans. Perhaps because they did not have two factors that wipped out populations in Europe: Black Death and Protestants vs Catholics wars.
