why do you have to pay taxes on a pool that you own ?? Sounds like there's too much socialism there. That seems to be the problem

Tax evasion or not, a Govt cannot continuously spend more than it collects in revenue and if the people are evading taxes enmasse, then the taxes are unrealistically set at confiscatory levels.

Of course Greece has an underground economy, and we'll have an even bigger one here with VAT and obumble's other entitlement freebies... giving people other people's money is insane and a societal disease which is only getting worse as we speak...
