Not sure what you are not clear about but here goes anyway.

Yes, if you order YOUR certs they are YOURS.

He wants them for his discretionary accounts meaning accounts in which he can buy and sell any stock he wants without the clients permission....similar to the way a mutual fund portfolio manager manages money and hedge fund managers manage money and pension fund managers manage money.
