The DTC does not hae to come up with the certs. YOUR BROKER DOES! It is his inventory that is out of balance if there are no shares in his account. The DTC does not rob certs from Schwab to give to Ceres. Every brokerage is reponsible for their individual inventory. If that account is short the request is sent back to the broker. At that point the broker has to go to the mm that sold it to him, then the mm goes to the mm that sold it to him etc.... until we come to its origin whic is likely an individual. That individual then has to go on the market and buy to cover. Meanwhile the DTC is goin nuts with all the transfers.
