Indeed, artificial circuit breakers over time increase the probability that disorderly events will occur. See FED. The machines outside will be developed to refute however the machines inside have been programmed to manage exceptional states. It turns out the LRP pause forced unfilled orders to spill over to other electronic trading venue's thus intensifying the situation instead of curing it. Ahhaha! Then the ISO's, Intermarket Sweep Orders, kick in and search for the exchange with the best price but there were No Buyers so it swepted some names temporarily down to 1 penny.
