Mr. Aloha: The notion that a company should announce a buy back but does not really intend to do so will only permanently tar the company's image. Should Cymer do this, the analysts will keep asking about the buyback in every conference call. Unfortunately, Cymer cannot answer the way Microsoft did by saying that the stock is way over priced, even if CYMI becomes $50 in the next few months.
Intel on the other hand, did not recently announce the buyback. The rumor mongers did, as a result INTC stock was up over 10 points (Oct 28); then it was Intel's obligation to denounce the rumor, which in turn resulted in its recent 74-75 price range.

I don't disagree with the shares buyback announcement, but it should be done with good faith.
