Kenneth, Congress has passed irresponsible spending bills for many years. It has nothing to do with the rules. It has everything to do with incompetence.

The founders of America were wise in establishing a balance of power via the U.S Senate. The Senate counterbalances the impetuous actions of the US House.

The only way to cure this lack of responsibility in the US House is to THROW THE BUMS OUT!!!
