Well, I wouldn't blame Obama or Bush. I think it's primarily a technical / engineering thing. In principal, it'd be nice to avoid the deep stuff, it's difficult and dangerous work. In practice, I'm sort of coming around to a peak oil kind of view, and think we have to go all out on all fronts- production, conservation, alternatives, nuclear, everything. Or, maybe get mired in serious economic hurt. I think the Gulf of Mexico is pretty much the only place in the US production is increasing, and also pretty much the only place with good near-term prospects. tonto.eia.doe.gov

The blame can be shifted on massive deregulation. Which Bush was for. And Obama doesn't appear to be so much against.
