That's not a regulation, that's an office that issue regulations, plus some talk about its focus, but nothing about specific regulation.

And its mostly not "that is the regulation that they had which we didn't", but instead "that is the regulation they didn't have that we did". The regulatory body focuses only or at least primarily on soundness of the institution rather than promoting opportunity to borrow for people with poor credit risks (and then later perhaps attacking those who provided the opportunity for engaging in predatory lending). The other stuff is at best a distraction from the central goal, and at worst directly contributes to bad loans and thus insolvency.
