Well if you are a DC resident it's a 25 dollar fine. The perps get the ticket a couple of days later they drive to court, pay the 25 bucks, go out to their car(which is parked illegal) get in and drive away.

It's cheaper than getting insurance or a license

Yes, but you don't necessarily have to have it on you. You can give your name and birthday and the officer can look it up.
