The election of Bush and Cheney made almost no difference in the state of "big oil". Distillates of oil where are main fuel for transportation before they where elected, they are now, and they will be for some time to come.

Blaming the election that election for the spill in the gulf is pretty silly. Many thousands of wells have been drilled in the gulf, starting long before Bush was president. If Gore had been elected instead there still would have been a very large number of operating wells in the area (and if he actually managed to change that it would be a sizable net negative for the US, even including the possibility of preventing the spill).
