That would be dumb since they've already officially concluded, it is a naturally occuring problem. To suddenly switch to a blame tactic leaves them vulnerable to allegations of lies, either in the first instance or in the second, or since their accounts conflict they would most likely be accused of outright lying from the beginning, which then gives credibility to the Taleban's version... "Americans did it."
