Finance ministers from European Union member states plan to extend beyond June 30 a program that lets banks sell government-guaranteed bonds, Bloomberg News reports Friday, citing a draft proposal.

The plan, set out in a document dated May 7 that the news service saw, is part of the EU's strategy to exit measures designed to increase lending during the worst credit crisis since the 1930s. It is likely to be approved Tuesday at a meeting of finance ministers in Brussels, a separate document shows.

The plan would force lenders to provide more information and pay extra to sell the debt. Banks would have to "undergo a review of their long-term viability," to be conducted by the European Commission, the EU's executive body, the draft said. They would also have to pay "an adequate increase of the guarantee fees in order to bring funding costs closer to market conditions."

A spokeswoman in Brussels for the commission didn't respond to two phone messages and an email, Bloomberg said.
