Israel targets some Palestinian civilians for death, not all of them

I suppose some actual civilians (not combatants pretending to be civilians, or people supporting or ordering attacks) have been targeted, but that isn't the norm. In fact Israel takes steps to try to reduce civilian casualties that many other countries do not. From the Palestinians it is the norm.
Human Rights Watch is biased in favor of Israel.

Nonsense. Also totally unsupported. You imply your making an argument for the idea but you are not.

The founder of Human Rights Watch is a Jew who is now lobbying for HRW to stop criticizing Israel.

That fact that he is a Jew doesn't imply that the organization (even under him, let alone now) is biased for Israel. You seem to be engaging in ad-hominem. As for his lobbying, he's just pointing out the facts. HRW disproportionately focuses their criticisms on Israel.
