The law stops repeated requests from the SAME source...so, yes
apparently Hawaii felt they needed a law so they could legally ignore morons like the birthers...

Were you advocating a law against being a "truther"?

I wasn't aware that "truthers" were annoying any particular government agency with hundreds of identical administrative bullshit requests.
