I'm fairly certain that Prechter uses the Daily Sentiment Index as the source for his figure.

They were all wrong then, too

It isn't used in that fashion. Similar to many indicators, it has an upper limit and a lower limit. An indicator can be almost 100% Bullish for extended periods of time. The question isn't that it's time to sell, the question is do you really want to enter Long at this point in time.
