The leadership was elected by the people, weren't they? Anti-semitism has been around in Europe for centuries, but it came to a critical point around the time of the Nazis.

Bottom line is that society allowed this to happen. "Go home Jew!" was a prevailing chant among the people. Lots of dissent, to be sure, but society wasn't exactly friendly to dissent, either.
