Many "public" sector jobs need to be outsourced. The bottom line is the government monopoly rarely if ever improves efficiency. If it did, food would be cheaper if run by government. To get best price, put it up for bid. That would do the taxpayer a service. Democratic governments are not run like a business which is why democracies fail fiscally, they get bloated, inefficient and then bankrupt the currency.
