It's the LOOPHOLES.

('Special Tax Preference Items'... Pork. Special arrangements for politically well-connected industries and sectors.)

And, taken as a WHOLE, it is the *unproductive gross effects* produced by our massively over-complex and corrupted tax codes.

Not so much the problems from nominal rate tiers (which, of course, have little real world impact for those favored by the special interest provisions and other corrupting complexities....)

Rates are but one portion of the problem.

(And the *goals* should be: Fairness, Economic Productivity, and getting the government out of the business of picking the winners and the losers through it's tilting of the playing field.)
