Digging up gold can serve as a useful function for society. The physical exercise is good for people. John Maynard Keynes suggested such activity during the last depression when there were large amounts of unemployed people. Sure you can make cuts and put everyone out of a job, but they will still try and feed themselves somehow. Juries, trials, lawyers, and prisons are very very expensive. We can't send the criminals to Australia any more. Much better and cheaper to have the unemployed dig holes for gold and pay them something for it. Doesn't really matter if they don't find any.
