Murder was against the law everywhere even before states were stripped of many of their economic and social freedoms by totalitarians and socialists masquerading as dumbocrats. States rights could have been maintained while ensuring that existing laws in those states were enforced.

Every country that had black slaves managed to eventually understand that slavery was intrinsically evil and eliminated it without killing over 600,000 of its own people.
