In this case, a pipe with a radius of 5" ( rounding up) will have a flow of X (the rest of the equation)) times 5 to the 4th power; 625; the pipe with the radius of 10 (rounding down) will allow flows of X times 10,000; a slight difference.

It depends on the pressure.
