December weather can be the best for outdoor activities. Highs near 60 and lows near freezing. However, it is a bit fickle that time of year. We have had snow which only adds to the beauty but makes the hiking trails a bit of a mess. Three years ago the family was here for five days in the high 60s with bright sunshine. The good thing is the snow seems to always melt by noon. I'd recommend checking Sedona weather when you are in Surprise and travel accordingly. If I can advise on hiking trails, restaurants etc just ask.
