Acting with impunity has turned out to have a massive social cost, but the current regulatory system is ineffective. when the GOM coastal communities start to riot over lost fishing and tourism income, health problems, plummeting real estate, bankrupt hotels and souvenir shops and restaurants then maybe something will be done but its already too late.
