CNBC is announcing that the Administration has arrived at a decision to restructure the MMS into three divisions. That is not the most pressing reason for what ails the MMS. They need to address the ethics issue and the rules of engagement with those that they regulate.

I only heard part of Paul's victory speech because I was continually switching between the Celtics and the Magic and Paul, but the parts I heard didn't sound like a "normal" politician's victory speech.
