I gather you understand that sentence. I don't. What does it mean? From what you wrote it seems you're saying it makes no sense relative to your interpretation. Did you interpret it correctly? I tried to decompose the sentence into its components. My decomposition wasn't very good. If the components are valid, their grouping isn't! I'm making a big deal about this because it implies that the axis of appraisers and FRE + FNM are up to their old tricks again on a subdued basis.
