It is not unusual that only a small majority backs decisions. Since there is no winner-takes-it-all election rule, many European parliaments like the Bundestag are very tight have no strong majority, but on the other hand see stalinist voting behaviour (90%+) within each party. The "opposition" hardly backs any proposal made by the ruling parties. Looks as if the ruling coalition pushed it through with what they had on hands.
