Given that Bush did absolutely nothing, including reacting to the Cole attack, that is a pretty low bar, but... "Unfortunately, Clinton never did treat terrorism as a high priority, except during the Lewinsky scandal." Now who is attempting to revise history? Not that it is unexpected, you often engage in things you accuse others of doing, but it has been so soon.
