I could generate arguments on both sides. But the continuing trend to promote ROTC types to the top indicates we get better people that way. What I do object to is us paying for these people to get PHD's in Liberal Arts Majors and getting promoted over others for having them. They tend to be very second-rate degrees. I don't mind us paying for a Military Arts education. Knowledge of the history of Caesar's, Napoleon's and Scipio's campaigns is good to have.
