General exile Either "do the time or leave the country" deal. Just an old fashioned "don't let the sun set in you in this country!" With a back-of-the-hand tattoo for easy ID. Give them a "good only in other countries" passport, send them on their way to whomever will take them, and tell them there is an automatic "razor-wire encampment" in the Arizona desert waiting for them if they come back. There is always a third world hell hole that will take them. What happens to them there is none of our business.
