But is much less of it reported than say in 1975-79?

I can't say for sure about Baltimore, but I think overall police are more efficient, and more present than they where in the 70s (where you had a lot of jurisdictions cutting back police involvement either to save money to spend on social programs, or because of trendy sociological theories about crime and its "root causes").

I'm not saying that crime is not a severe problem, or that it is mostly reported, or that it is low compared to generations ago. I'm just saying that it is probably lower than it was when I was a kid, and that it generally hasn't been climbing in recent years, in fact its apparently decreased. That decrease was after a long period of time of increasing crime, so even for those who don't dispute the solid down trend in crime, its not like its necessarily low, just lower than the very high peak levels.
