'Implications' are an opinion.

Not logical implications.

"Imply" or "Implications" can mean different things.

I'm not saying that your hinting at one thing by saying another thing but one come right out and say the first thing. That is in a sense a matter of opinion (It might be considered a matter of fact but we would have to read your mind to determine the fact).

I'm saying your making a statement that logically implies something else, and than denying that other thing.

Sort of like saying "A is greater than B". Then I say ok "B is less than A", and you respond with "I never said that". While in a sense technically true, such a response would show either lack of understanding of your original statement, or dishonesty.

The "spending cut reduced revenue more than it does spending", is logically implied by "the spending cuts increased deficits", which is in turn logically implied by "Ireland has the largest deficit, at 14.7%. This is in spite of (or more aptly because of) the enactment of severe austerity measures", given the fact that the austerity measures where largely spending cuts.
