The accident didn't happen under Bush's watch.

Under the Bush administration, it was shut down on at least one occasion.

The reason? From the Associated Press: “The most serious [citation] occurred July 16, 2002, when the rig was shut down because required pressure tests had not been conducted on parts of the blowout preventer — the device that was supposed to stop oil from gushing out if drilling operations went wrong.”

That was under Bush.

So one has to ask, if inspections were being done properly under the Bush administration what had gone wrong since?

I don't know. I don't expect the BOP is regarded as part of the rig but of the well it was servicing.

Was there a procedural route for safely drilling the Macondo well (including testing of the equipment)?
