A campaign promise is not a bribe, offering someone a high political post for withdrawing from an election is a bribe... a bribe requires that something underhanded is afoot... big difference here... offering a reward to a student for getting a good grade is not a bribe, that's a verbal contract, a mutual agreement based on performance, no bribe is involved... offering that same reward to a teacher for changing a student's grade is a bribe... something inappropriate must be part of the exchange to qualify it as a bribe...
