Political risk, regulatory risk. All part of the game.

The arm's-length position of the FCC means that telecomms is not directly responsive to change, as in other jurisdictions. No matter how large the mandate or desirable the outcome, no US administration can simply design and implement new telecomms policy. It must be brokered thru the FCC.

And, the FCC is burdened with often-outdated laws. The Supreme Court has sent the FCC back to the drawing board; new law will be the outcome. We know in advance that any NN decision will displease someone: there's no happy medium.

The whole process seems rather tortuous, especially for a dubious result, especially when there are greater issues to be resolved. That's just the way it is.
