That is exactly why, Peter, I have always maintained that... while 'budget rules' and like such that any given Congress may choose to impose on itself, or like "restraint" in spending that any given administration or Congress may actually exercise, or even just run on the promise whilst they are campaigning, might have some slight or marginal benefits --- the usual story ;-( , NOTHING we can possibly do in the realm of governance can have as beneficial an effect on ending our nation's disastrous structural problem of bi-partisan deficits and federal over-spending as the BALANCED BUDGET Amendment to our Constitution.
