It is being run by engineers who have been cleared by lawyers. The lawyers moved in right after the blast and obtained/coerced signatures from the employees. since that event, it is also very likely that the President is receiving legal advice which he thinks he needs to consider before he takes any action. One such thing may be (my guess) that he cannot act unless and until a certain amount of spill has already occurred. If so, then it explains why there is haggling going on on how much of oil has already spilled. Now that the oil has already reached the shores, that may have opened some legal avenues for the President to act. Again, this is just guessing on my part while we keep wondering why this Administration has been slow in it's response. I presume that we all agree that since the oil has reached our shores, this Administration could have acted earlier to prevent all this.
