I don't think he's being manipulated. He knows he's just a frontman. He doesn't seem to have a lot of in-depth knowledge about his own policies or about what's going on in the Gulf. It's unreal that he spends so little time holding press conferences on the conditions in the Gulf of Mexico when this is obviously a national emergency. If it was a hurricane, he would be doing a lot more.
