30 years of oil leaning government neo cons do not write up plans like that. An example of such a concept is that when I was writing both the states emergency medical and alcoholism and drug abuse plan I specifically put in a statutory governors committe. The reason for this committe was ecasue it insulated the state director form too much political pressure as they made funding decisions. One year the commissioner cut our budget big time and my commission simly told the commissioner it was nto accptale and it was reinstated. I could not have done that. If one is drilling at depths that we cannot easily fix blow outs then there must be a government contingency plan. Seems pretty straightforward.
